SUMMARY:
Generous donations from both new and old supporters have maintained HVTO’s positive momentum. Our educational efforts have seen the construction of new buildings at both campuses, new sponsorships, and importantly, Dr. Mary Fuller has volunteered to become our Director of Curriculum, where she will help us refine the computer and English programs to improve educational results given our limited human and physical resources.
While education will always be HVTO’s cornerstone, we also continue to make excellent progress with our other programs, including the ADOL (A Drop of Life)-supported Clean Water Initiative (water wells, toilets, and bio-sand water filters), house construction, food relief and school building construction at the Rumdeng Village campus (HVTO II). As you will read, we have also recently completed the construction of two buildings on our Sreth Village (HVTO I) campus. Through these HVTO’s positive impact on the quality of life of our people continues to grow. The table below summarizes the status of the major HVTO programs. Summary of HVTO programs – April, 2025
ORGANIZATION:
The addition of a second boat to the Viking Mekong River Cruise fleet in October of this year will double my tour guide workload and reduce my hands-on time with HVTO programs during the tourist season. To address this issue, Meng Seaknam (sponsored by Friends From Oklahoma), has agreed to sell his business in Phnom Penh called City Clean Global Services Ltd. He has now moved back to the Siem Reap area to become the full-time HVTO Executive Director. Seaknam employed over 200 people in this business, where he had multiple contracts cleaning office buildings in the capital. His management experience, plus his intimate familiarity with all things HVTO, ensures that we will have experienced direction, even when I am busy or out of town.

We are very excited to announce that Dr. Mary Fuller has volunteered to become our Director of Curriculum to help refine and maintain the quality of our computer and English programs. She holds multiple degrees in Elementary Curriculum and Instruction, as well as Computer Education and Cognitive Systems. She has also instructed both English and computer skills from elementary to adult levels. A dramatic rise in enrollment has occurred with the construction of the HVTO II campus. Mary’s educational background makes her supremely qualified to help us address this challenge, and we are honored that she has volunteered to help us in this important work. She was swept off her feet by the accomplishments of HVTO, but we knew that we had her when she sponsored 20 students after her first visit to the HVTO I School.

As if this were not enough, Mary, in memory of her mother Gaye Fuller, also purchased 18 laptops, 8 projectors and speakers/microphones, and dozens of posters, globes, clocks and other educational aids for our classrooms. Mary and I would like to give special thanks to Chea Sovandalin, the proprietor of City Tech Computer in Siem Reap. Upon learning how we would be using this electronic equipment she gave HVTO a very large discount.

FACILITIES:
HVTO has recently completed two new buildings on the HVTO I campus and is in the process of constructing a new school house on the HVTO II campus. HVTO I now has a volunteer student dormitory for university students living in Siem Reap, and an administration building that will house records, staff offices, and act as our training studio. The ribbon cutting for the HVTO I buildings took place on March 9, 2025 and was presided over by H.E Neak Neron, Deputy Provincial Governor of Siem Reap.

These buildings and the land on which they were built were made possible in part by the support of Bruce and Jeanene Weiner. In addition to these and other very generous donations, Bruce and Jeanene have also recently paid for the construction of eight houses for the poorest families in Sophy, Sreth and Rumdeng Villages, and have sponsored 12 students. Frank and Donna Youdelman and the R. Walter Thibodeau Family Trust, who also number among our staunchest supporters, teamed up with Bruce and Jeanene in the construction of these two main campus buildings. They also helped support, with the help of A Drop of Life (ADOL), the completion of the new HVTO II campus school house. See below. You can read more about the Youdelmans in our 2024 newsletter.
A recurring theme throughout the history of HVTO is that so many are willing to lend their support. In another example, Chery Vannsey, who attended HVTO (unsponsored) from 2008-2010 as a Buddhist monk, and is now a certified construction engineer, designed and oversaw the construction of the two new HVTO I buildings as well as the new HVTO II school house. In addition to designing the buildings, he charged us a fraction of the usual fee and donated most of his time while leading the construction team. This saved HVTO a large part of the costs. The opening of HVTO II in Rumdeng Village occurred last year. Located 15 kilometers down the road, it is the poorest village in the commune, and instantly reached maximum enrollment after opening. Although this has allowed us to provide English and computer classes to a total of 1,100 children, the increased workload and staffing required is straining our administrative budget. Many Viking guests have contributed to our administrative fund, including a generous donation from Janet Gladstein. Studiosus Foundation e.V., a German tour company, has also made significant donations, but our most pressing financial need remains our teacher and staff salaries. The small administrative fee paid by student sponsors, combined with the local bank deposit interest rate of 4.2%, is no longer able to keep up with our increased overhead. I ask that if you are moved to provide financial help, and are unsure as to what project you would like to support, please consider helping us here.

Large construction projects often cause unanticipated knock-on effects that the local population is required to address. In this case, while the major road work underway in Sophy and Sreth Villages will be a massive improvement, it has also affected the drainage, threatening to flood some areas.
To our rescue came Seng Kaing, who is a Cambodian American living in a suburb of San Jose California. Originally from Phnom Penh, Seng has been supporting HVTO for over ten years, and with his family and friends paid for the road repairs shown in progress below. In addition, he has also accounted for almost all the non-ADOL water wells drilled in the last 8 years (more than 50), has sponsored five students, and is one of our largest donors of food, providing more than 100 donations. To say that Seng is both a friend and a stalwart supporter is truly an understatement.

The Studiosus Foundation e.V. mentioned previously, has been a tremendous help for many years. They act as the primary focal point for European donors to HVTO in the same way that HTVO, incorporated in Florida, does for U.S. donors. See the discussion below under SUPPORT. In addition to generous donations towards our administrative costs, they have donated computers and other electronic equipment, have sponsored water wells, and send tourist groups to visit the school and village, who, in similar fashion to Viking tourists, make individual donations.

It is impossible to recognize all our supporters, but some of those that have been the most generous over the last year include: Ken and Amy Parker, who in addition to sponsoring eight students, have provided one house and purchased a printer, photo-copier, classroom tables for the HVTO II campus, and provided books to the libraries of both campuses. Deanne and John Bailey have sponsored four students, built two houses, and have sent funds for an additional two houses. Too many supporters to mention associated with ADOL have been extremely generous in many ways, but one that deserves special mention is Yun Qing Zi and his disciples, who is pictured below in the discussion of the Clean Water Initiative. Finally, we could not be where we are without the LNR Trust Reg. (Cokkonis Estate), administered by Dr. Oliver Nesensohn. This estate has since 2013 sponsored 132 students, representing 22% of all HVTO student sponsorships and 38% of our graduates! You will read about some of these students below.
EDUCATION:
On October 10, 2024 HVTO and Angkor University, located in Siem Reap, signed a Memorandum of Understanding (MOU) to improve the options available to our respective students. In this agreement HVTO students will receive a 15% tuition discount on their Bachelor’s degree. This includes a free two-year English diploma and one free year of computer and AI training which will build on what they received at HVTO. Angkor University will also send its third-year students to stay and teach at the HVTO main campus, giving them valuable teaching experience. Housed in the building described above, they will augment our volunteer teaching staff. HVTO students will also have the opportunity to win scholarships to study abroad at universities with which Angkor University has partnerships. A win-win agreement, this relationship will also widen our student’s employment opportunities in Siem Reap.

Since its inception in 2008 the HVTO Education Program has sponsored 596 students of which 340 are active in the program (see below). To date we have 103 degreed students. Those that have withdrawn usually do so to support siblings and parents, or because of a desire to marry and start a family. For students that drop, the sponsor has several options, but most opt to allocate these unused funds to an unsponsored student of a similar age to aid them in completing their studies. The 24 students in the ‘Other’ category have either decided to become public school teachers, whose salaries are now competitive, or received an outside sponsorship to study elsewhere.

As every parent knows, boys and girls mature at different rates, with girls often being far more focused in the early grades than boys. This is manifested in HVTO’s experience at both campuses, with girls accounting for over 2/3rds of the enrollment and sponsorships. Cambodia is largely a traditional society in which boys are brought up to be breadwinners and girls homemakers. Thus, as the boys mature, they tend to become much more focused and drop out at a rate roughly half that of girls. Of our 103 university graduates, over half are boys.

The above chart shows the initial positions taken by HVTO students upon graduation. The ‘Professional’ category refers to degrees in the Legal, IT, Science, and Engineering fields. As is true everywhere, actual career paths vary with opportunities that arise in the lives of these students.

The positive impact that our supporters have made in health and living standards through clean water, improved housing, and food relief is stunning. However, the most lasting impact of our work, and one that will endure long after those reading this are gone, is in education. This can be seen in the accomplishments of HVTO graduates. The seeds we continue to plant into Cambodia society will live on, not only through their lives and careers, but through every succeeding generation.

However, those shown demonstrate the variety of career/life paths that our graduates are taking.

Proen Voeurn (Friends From Oklahoma and Ken and Amy Parker) received his Bachelor’s degree in English Education from the University of Southeast Asia and now teaches at the Australian Center for Education (ACE) in Siem Reap. He is now working on a Master’s degree in Teaching English as a Foreign Language (TEFL). The photo on the right is his ‘Walk of Inspiration,’ a new tradition at HVTO where graduates in their regalia walk through the school and talk to the younger students. In Cambodia children are often ‘farmed out’ to local Buddhist monasteries when they become too great a financial burden. Sim Piseth, myself, was one of these.

Tonh Sambean (Skip and Debbie Sayres) received her Bachelor’s degree in Accounting from the University of Southeast Asia and now works for the Anusa Residence and Spa in Siem Reap as the Assistant Administrator.
Many former students that have officially ‘dropped’ from the program have prospered because of the head start given them by HVTO. More than can be mentioned have donated services, whether that is in designing a website, providing manpower in construction, or a myriad of other large and small acts of giving.
CLEAN WATER PROJECT:
A Drop of Life (ADOL) began working with HVTO in 2016 and they have been our partner ever since. Comprised of a group of like-minded supporters from Hong Kong, they have performed miracles in our Clean Water Initiative. This work has helped tens of thousands of people and has grown to cover a substantial portion of the area north of the ~120-kilometer long Tonle Sap Lake. They support all our clean water projects, including wells, water filters, toilets, as well as virtually every other program in which HVTO is active. Established in 1998, A Drop of Life is a Hong Kong registered NGO that strives to ensure access to clean water and sanitation for the needy. A small example of the impact that ADOL has had on the lives of our people are the now-treasured water bottles that they supplied to the students on our two campuses.

ADOL’s continuous support has also provided jobs for dozens of workers. Accounting for all the workers and supply chains associated with projects in which HVTO is engaged, it is safe to say that hundreds of families are benefiting through the HVTO work made possible by ADOL.
Water Wells
Prior to the work of HVTO, much of the water consumed in our area of activity came from pits dug in the earth’s surface that collected rainwater runoff. With both human and animal waste also collecting at the surface this created a horrendous water quality issue, affecting everything from general health to infant mortality. A huge step in addressing this has come with the drilling of water wells, which uses the natural filtering system of the earth to remove pathogens.
HVTO, now mostly through our partnership with ADOL, has seen the drilling of a staggering 9,753 wells since inception. Through this partnership our core area has expanded from the area immediately around the school to five large districts along the northern shore of Tonle Sap Lake. These wells now provide clean water to over 46,000 people in rural Cambodia that would otherwise have little or no access.

For the last seven years ADOL has financed the drilling of between 800 and 1,600 wells per year. This year will add 1,200 more wells. Although we cannot match the financial resources of ADOL, never forget that HVTO always remains committed to drilling water wells for smaller sponsors. If you would like to donate funds for the drilling of water wells, please do not let the magnitude of the ADOL project dissuade you.
Water Filtration – Bio Sand Filter (BSF)
Thus far HVTO has installed 4,491 Bio Sand Filters, serving 22,000 people. This total is projected to increase by 1,230 filters by the end of 2025. As with wells, the vast majority of these were made possible by the supporters of A Drop of Life (ADOL). One of these, Yun Qing Zi, has been a key supporter in this initiative. Sanitation – Toilet Project
This project is part of our water project because it addresses the long-term solution to rampant surface water contamination that the country endures. A large organizational task for the HVTO Team, we use a subcontractor to employ 15 men to perform this work. The 1,325 toilets constructed thus far serve about 5,500 people and form the core of the Open Defecation-Free (ODF) area that we are expanding. COMMUNITY PROJECT:
Home Building
Since this program began in 2016 HVTO has secured funds for the building of 52 houses. Designated only for the homeless and the most poorly-housed families in the community, 224 people have benefitted from this program. Nearly a third of these were funded by the tremendous generosity of Katherine J. Burns who began her donations in 2021. Special mention also goes to Bruce and Jeanene Weiner who have supported the building of 8 homes over the last two years.

Food Aid
The HVTO food aid program, which began with ADOL in June 2020, has since been joined by many HVTO donors and augments the government assistance package for the IDPoor-1 rated families. To date this program has seen 996 food packages delivered to thousands of the local poor. The items included in a standard $65 food package are listed below.

1) Child’s Short Bio with budget proposal and some primary notes;

- Signing an agreement with both parties – HVTO Representative and you the sponsor.
- Sponsor sends funds to HVTO in the US or Cambodia to be deposited into the student’s Trust Account.
- The student is enrolled into the program and will receive a monthly stipend. Monthly letters will be written by the student and sent via email to the sponsor. If the student is over the age of 18, direct communication can be had between the sponsor and the student.

***For added clarity, HVTO and HTVO are two separate organizations. Although HTVO helps channel funds from U.S. citizens to support some HVTO projects in Cambodia, they are legally and operationally seperate.
– HTVO is registered in the United States and is chaired by Ms. Patti Baker and her team.
– HVTO is a Cambodian community-based NGO registered with the Ministry of Interior in Cambodia chair by Dr. Sim Piseth and his team.
Each organization has its own management, administration, responsibilities, and liabilities. However, HVTO and HTVO have been partners and continue working together to bring meaningful benefits to the people of Cambodia. ***

If you are interested in knowing about the HVTO financial reports, we are happy to send you all the files. From 2008 to 2015 we used the Microsoft Excel and come in the form of a spreadsheet. From 2016 to 2020 we used QuickBooks Accounting Professional and from 2021 to present to also use QuickBooks Accounting Professional in a more customized mode, these reports will come in PDF format.
